If you upgrade your NT / IE5 installations from Standard ( international ) to High Encryption ( domestic ) using the High Encryption Pack ( ie5dom.exe ), you will run into a catch-22. If you try to reinstall the service pack, it will refuse to run stating that changing from high to standard encryption is not supported. Ah! you decided to uninstall High encryption, after all there is an UNINSTALL section in ie5dom.inf. It doesn't work. It will not allow itself to be uninstalled. The only solution is to download and install the High Encryption version of the SP you need. Great! Unless your ip address is outside of North America. The Microsoft download sites have not yet been updated to allow world-wide downloads even though it is now legal to export 128-bit encryption.
The catch-22 will disappear in time. Will the inability to downgrade the encryption level? Would one want any less than 128-bit?
