HD TimeStamp Interval Interferes with power management

Hits: Failed to execute CGI : Win32 Error Code = 3

NT SP4 writes a time stamp to the hard disk every 5 minutes to approximate the last time it was shutdown. Some 3rd party power management programs on NT will not function properly if the operating system is writing to the hard disk. To disable the timestamp:
