If your IE comes from an ISP or other vendor, they have the option of branding IE with an animated commerical. To delete animated logo, delete the values BrandBitmap and SmBrandBitmap in key HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar. If you want to replace the branded icons with your own, check where they are, and overwrite them. BrandBitmap is 30x38pixels whereas SmBrandBitmap is 22x22pixels.
